The Department of Conservation and Recreation (DCR) is now accepting applications for funding through the 2026 Resilient Virginia Revolving Loan Fund (RVRF).
Applications will be considered on a rolling basis and must be submitted no later than December 1, 2026.

Pursuant to § 10.1-603.29 of the Code of Virginia, the Virginia Department of Conservation and Recreation (DCR) and the Virginia Resources Authority (VRA) have issued the 2026 Notice of Funding Opportunity (NOFO) for the Resilient Virginia Revolving Fund (RVRF). This funding round provides grants to support the resilient rebuilding of communities impacted by eligible disaster events identified in the NOFO. Additional guidance may be issued for future funding rounds.
The Resilient Virginia Revolving Fund was established by the Virginia General Assembly in 2022 and is authorized under §§ 10.1-603.28 through 10.1-603.40 and §§ 62.1-199 and 62.1-203 of the Code of Virginia.
The Fund may provide grants and loans to local governments for eligible flood resilience activities including:

For this funding round, eligible applicants include local governments, Planning District Commissions (PDCs), and Industrial Development Authorities (IDAs) serving one or more eligible localities identified in this Notice. Other local governments must apply through a designated PDC or IDA, as applicable. To apply, your locality must be located in a community affected by:

The Resilient Virginia Revolving Loan Fund (RVRF) was established in 2022 by the General Assembly of Virginia: §§ 62.1-199 and 62.1-203 of the Code of Virginia were amended and reenacted, and Chapter 6 of Title 10.1 10.1-603.28 through 10.1-603.40.
