Description
Disaster costs are increasing – as is the amount reimbursed to states through the FEMA Public Assistance (PA) Program. PA, FEMA’s largest grant program, provides financial and technical assistance to communities responding to and recovering from incidents declared by the President. Most often, PA helps fund projects to repair damaged or destroyed infrastructure owned by communities and states; however, PA also provides funding to increase community resilience in order to break the cycle of disaster losses by providing funding for eligible hazard mitigation projects through Section 406. 

This webinar will explain eligible hazard mitigation through Section 406, help participants to identify cost-effective hazard mitigation measures, and highlight how to successfully advocate for more mitigation during the repair of public facilities during the disaster recovery phase. 

Objectives:

  • Understand the basics of Section 406 Mitigation, including eligibility requirements
  • Streamline processes for implementing Section 406 Mitigation during damage assessment and project worksheet formulation
  • Learn how to compile documentation required for Section 406 Mitigation projects
  • Locate resources for Benefit-Cost Analyses

Intended Audience: Emergency managers, floodplain managers, local planning and zoning officials, public works, state grant program managers

Presenter: 
Robyn Wiseman, CFM, is the Wisconsin State Hazard Mitigation Officer and former research scientist for the Association of State Floodplain Managers. Prior to her work with ASFPM, Robin worked for Wisconsin Emergency Management as public assistance officer delivering the FEMA Public Assistance Program statewide. She participated in disaster field operations in four federal disaster declarations and helped manage recovery and mitigation projects across nine declarations in hazard mitigation and recovery. Robyn’s passion for combining land use planning, floodplain management, disaster response and recovery stems from her background in state and local emergency management. She holds a B.A. in economics from the University of Wisconsin-Eau Claire, an M.S. in urban and regional planning (with land use and environmental planning emphasis) from the University of Iowa.
